    update the release to cvs version 1.11.23
    
    cvs now uses fgb's libz "port" and uses mkmk(1) and a 9port script to
    generate the plan9 package from the GNU source.

    fsync() appears to be supported in ape's libraries,
    however it only returns error. This (very rarely) causes
    errors of the form:
    
    	Merging differences between 1.10 and 1.11 into project.config
    	cvs [update aborted]: cannot fsync file 
    		.#project.config.1.10 after copying: Invalid argument
    
    so I strip HAVE_FSYNC from config.h.
